In its aspiration to fulfill the requirements of development and to go alone with the facts of this era, the Kingdom of Saudi Arabia is looking forward to establishing a developed knowledge society, from which knowledge potentialities are launched toward realizing the desired aspirations. One of the most distinguished needs for establishing this society is the technical infrastructure that is necessary to activate the role of knowledge in man's life economically and socially, and to manage it in the best possible way. There is no doubt that the "telecommunication technology" represents the essence of this technology because it offers the means that allow the exchange of knowledge and establishing knowledge partnership at the national level, and offering the knowledge communication at the entire world level.

In the Kingdom's pursue toward establishing the knowledge society, the telecommunication sector witnesses a considerable development in both the nature and quality of the offered services, as well as in the spread of these services and empowering everyone either individuals or establishments to make use of them. In this respect, the sector witnesses huge competition among the major companies all over the world. These competitions increase due to the development of the technology and the variety of its services, as well as following open policies towards globalization and modernization and following the path of comprehensive development. The Kingdom's joining the World Trade Organization is considered to be an important factor in enhancing the knowledge partnership and supporting the cooperation as well as activating the national investments inside and outside the country and hence realizing the desired development.
